In some traditions called Nisfu Sya’ban, “Half of Sha’ban” or it is also the mid is fifteenth day of Sha’ban is the eighth month, that after 15 days later must be valid on the first of Ramadan.

If ijtimak Moon and the Sun happened on Wednesday in the hours between 18:00 until 06:00 the next day, or during the 12 hours that night according to Standard Time in Java, then after ijtimak must be recorded on a new moon. And such a day of Ramadan, fasting would have been required to be executed, but Hilal Rukyah invisible then Javanese populations do not fast on Thursday at that 1 Ramadan.
2. In accordance with the applicable law of nature that the area right to the Sun is hot perhaps dusty, thus the western sky looks hazy when maghrib that blocks the view to proving the existence Hilal Moon for lunar new moon. With weakness or unusual that manner, then Alquran is true with the provisions contained in Ayaah 2/185 that who is with the calculation of the calendar Qamariah can define a day is the date of the first of Ramadhan, then he must declare it to the public and fasting during the day together for 29 or 30 days.
إِنَّ ٱلَّذِينَ يَكۡتُمُونَ مَآ أَنزَلۡنَا مِنَ ٱلۡبَيِّنَـٰتِ
وَٱلۡهُدَىٰ مِنۢ بَعۡدِ مَا بَيَّنَّـٰهُ لِلنَّاسِ فِى ٱلۡكِتَـٰبِ*ۙ أُوْلَـٰٓٮِٕكَ يَلۡعَنُہُمُ ٱللَّهُ وَيَلۡعَنُہُمُ ٱللَّـٰعِنُونَ
2/159. Those who conceal what We send down from the descriptions and instructions
after the WE explained him in the Book for men, those are the people that ALLAH cursed
